Activity: IPLS Executive Director took part in the execution of the project. The UPHCSDP intends to develop and strengthen institutional capacity for delivery of Primary Health care services in urban areas addressing the need of women and Children through the efforts of contracted Partnership Area Non Government Organizations (PANGOs) under Public Private Partnership (PPP). The project covers a physical network of 30 partnership areas (PAs) in all city corporations including four selected municipalities. Services are provided by the PANGOs are consulting, diagnostic services, and distribution of medicine from three types of services centers: CRHCC, PHCC, Mini clinics/ Satellite centers. Distribution of medicine is the most important service component particularly for the poor. Since procurement tasks are complex in nature and need to follow ADB and GoB procurement Rule, a guideline is necessary to perform procurement activities efficiently and uniformly. For this purpose, the procurement guidelines have been prepared based on the Public Procurement Rules (PPR) 2008 of GoB and the Procurement guidelines of the ADB. 

Outcome: About 30 PANOGOs are using the IPLS developed and customized ‘Guidelines for PANGOs for the procurement of medicines from the 9 prequalified manufactures of drugs and medicines in the country. The process is ongoing benefiting the UPHCSDP procurement personnel to procure medicines without a hassle free style, speedy as well as under uniform guideline avoiding unnecessary delay and right goods at right cost.
