Procurement
IPLS has an established reputation as a major provider of procurement assistance, advice and capacity building for development program in Bangladesh using Public Procurement act (PPA) 2006 and Public Procurement Rules 2008 of GoB, Guidelines Procurement under IBRD Loans and IDA Credits 1999 (World Bank) and Asian Development Bank Procurement Guidelines. Throughout our long history we have maintained a strong capability in the health sector, and now supplement our procurement services with a range of complementary activities for animal health, Department of Livestock Services of (GoB), Director General of Health Services (DGHS) for human health including EPI, Director General of Family Planning (DGFP) for Reproductive health care and contraceptive services, Essential Service Packages for women and Children in urban areas under the auspicious of ADB and SIDA funding.
Many governments, often with the support of International financial institutions, have now embarked upon major reforms to their health systems seeking to provide cost effective basic health care services and clinical care to more vulnerable sections of their communities whilst introducing fee paying services to those who can afford to pay. Such reform programs entail shifting the focus of government spending away from highly sophisticated facilities and equipment as the apex of the health system toward the broad base of more generally accessible health care in community facilities and health centers.
Clinics and district level programs often operate poorly because of shortage of drugs and equipment coupled with transport difficulties and poor maintenance and lack of procurement skills with economy, efficiency, transparency and equal opportunity to all bidders and ensuing fair completion for quality goods or services. Furthermore, countries often pay too much for drugs of dubious efficacy and drugs medical consumables often fail to reach the destination for which they were intended or simply go to waste in poorly managed government stores. IPLS provide cost effective solutions to many of these problems.

Firstly, at an operational level the process of locating and selecting suppliers has a profound impact on the quality and price of the product. It is therefore important that only reliable sources of supply be used and these should be regularly monitored not just for quality control but also for pricing, delivery, packaging, and documentation; in fact all of the factors which can so fundamentally affect any providers of effective health care services. Our team of health professionals carries out regular reviews and our procuring capacity means that we secure best possible value for money. In line with WHO recommendations on the purchase of essential drugs our policy is to purchase generic products wherever possible and to obtain best possible prices without jeopardizing speed of supply, efficiency or quality.

Many of the projects and programmers with which we are involved are co-financed by International Financial Institutions and here again we drew upon our extensive practical experience in the interpretation and application of donor procurement guidelines. Our client is thus saved the time consuming task of familiarizing purchasing staff with what are often complex guidelines at the inception stage of the program and has the immediate benefit of a prompt start to the procurement process thus securing earliest delivery of inputs.
Quality
Quality is a vital component of the procurement and supply process. IPLS Quality Assurance and Inspection Services established over to protect the interests of our clients by ensuring that goods ordered meet specified levels of quality, reliability, safety, and fully comply with contractual requirements vis-a- vis Technical Specifications. We have our own inspectors being covered by approved associates’ inspection organizations. Our quality assurance procedures are fully documented and auditable and fully meet the requirement of BS EN ISO 09002 procedures. In seeking competitive offers we ensure that suppliers are rigorously vetted for quality. Frequent inspection visits to manufactures premises allow us to evaluate manufacturing process, labeling and packaging as well as sources of supply for raw materials and packing, internal assurance procedures and record keeping. We receive samples to ensure quality standards and exact labeling and packaging and secure delivery.
Drugs and consumables often fail to reach their final destination. They are easily stolen or lost as a result of damage in transit. We have well developed procedures for consolidating items and then securely transporting them by necessary courier services like Homebound, Continental Courier Services and alike right through to point of use such as to secured warehouse or hospital store thus preventing inconvenient and expensive losses.
Rehabilitation Programs
Many of our clients are undertaking major rehabilitation programs designed to facilitate the provision of primary health care and clinical services. Our professional and technical staff includes professionally qualified engineers and equipment specialists experienced in health sector programmers. They cover all aspects of civil, mechanical industrial, electrical and equipment engineering, and undertake a wide variety of projects from initial feasibility studies to implementing and managing major construction and rehabilitation works. We also have extensive experience in advising on plant and vehicle maintenance and the operation of mechanical workshops.
Procurement Advice, Capacity Building and Monitoring Services
Through our procurement Advisory and Logistics Management Services we provide help and advice on all aspects of supply chain management in the health sector. Our capabilities include equipment scheduling, the vetting of drugs lists for suitability, appropriateness and compliance with donor regulations, advice on generic substitution and the scaling of quantities to actual need; full procurement process in accordance with donor guidelines and procedures (including procurement and budget planning, advice and assistance to project implementation units, preparing the tendering process, evaluation of bids, contract award and management, disbursement, accounting, and auditing); carrying out surveys of arrangement for receipt, storage, and distribution of drugs and medical equipment including cold chain management; designing new system for procurement and stock control and advising on systems for the regular maintenance of equipment . We also provide monitoring services to health programs assisting providers in the assessment of the success of such projects and making recommendations for change if necessary.

Through our representative office in several divisional headquarters we maintain close links with the GoB, ADB and World Bank procurement guidelines to ensuring timely procurement of goods and services.

As a consequence of our involvement in many health sector development programmers around the country we have well established links with many clinical, technical and academic centers of excellence in home and abroad with whom we are able to collaborate in undertaking economic analyses and appraisal and in project planning.
Information Technology
The procurement sector is becoming increasingly focused on computerized solutions for procuring tracking, financial management and warehousing information system. We are used to apply LWIMS software to meet the need of update information for decision making. We see IT development as a key component of institutional building and capacity enhancement. We have a policy of flexibility and tailor our services to suit all situations. Our teams of information system and technology experts can assist at all stages of system development from strategic planning and preparation of user specifications through to systems design, implementation and training. We have developed a range of specific software products which may be integrated with other systems and can also deliver comprehensive, turnkey solutions if required.
