Activity: IPLS Executive Director developed the contraceptive Security Policy of FPAB. The policy formulated to ensure adequate stock of contraceptives such as condom, oral pills, Intra uterine devices, implants and MSR for sterilizations and other long acting methods. The ED of IPLS has devised the policy for procuring 1million condom, 1 million oral pills and other drugs and medicines that are necessary for long acting contraceptive methods. Side by side he developed warehousing system in the central warehouse in head quarter and in several district stores including Special Work Unit (SUW) of the program. FPAB existing Procurement and Supply Chain department was assessed to identify the strengths and weaknesses and recommended the ways to overcome the challenges based on the findings. He had also modernized the present procurement practices introducing the basics of Public Procurement Rules 2008 of GoB.
Outcome: The age-old procurement system of FPAB is modernized by introducing contraceptive forecasting system, formulating procurement plan, packaging procedures. The procurement principles such as preparing bid documents, use of committee for bid opening, evaluation, bid validity, bid security, rejection of tenders, approval, awarding, contract management, Specification, Advertisement, qualification of bidders and records and appeal and complain introduced. The ground of selection procurement methods such as ICB, NCB, quotations and other methods introduced. The procurement department applying the update principles, process and method improved a lot.
Establish a regular system of Procure timely following Forecasting. Assigned dedicated Storekeeper, with specific Jon-description, at all levels and arranges capacity building training at present besides Family planning FPAB extended programs to reproductive health, HIV/AIDs, STI & adolescent care. In each of the program contraceptives play a vital role to provide services to the clients.
