Title: Urban Primary Health Care Services Delivery Project (UPHCSDP).

Executing agency: Ministry of Local Government Rural Development and Cooperatives (MoLGRDC), Local Government Division (LGD), the Government of the People’s Republic of Bangladesh.

Project period: 2013-2017

Donor agency: The Asian Development Bank, SIDA, and UNFPA.

Objectives: To improve the health status of urban poor, particularly women and children, in seven City Corporations and four Municipalities through Essential Services Packages (ESPs) formulated by the Ministry of Health and Family Welfare.

Activities:

· Prepared bidding documents for the Project Management Unit (PMU) and assisted City Corporations, municipalities, urban local bodies at the ward level, and partner NGOs in managing procurement activities for health sector goods, equipment, clinical supplies, and consultancy services. This included the procurement of individual consultants and firms specializing in Behavior Change Communication (BCC), Project Performance and Monitoring (PPM), ICT solutions, Health Information Management Systems (HMIS), and Operations Research (OR).

· Provided advice and support for the implementation of partner contracts, civil works contracts, office and clinic equipment and supplies contracts, and other goods and consulting services contracts.

· Monitored and reported on procurement activities in accordance with the established procurement plan timelines.

· Successfully procured 22 packages of health sector goods and services, including 10 packages of consulting services. These consulting services encompassed a range of expertise, including Urban Health Strategy, Gender, Environment, Public-Private Partnership Transactions, Resource Management, and Training.

· Developed Terms of Reference (ToR), Expressions of Interest (EOI), and Requests for Proposals (RFP) for consulting services in areas such as Behavior Change Communication (BCC), Information and Communication Technology (ICT) and Health Management Information Systems (HMIS), Project Performance Monitoring and Evaluation (PPME), and Operations Research. Furthermore, we meticulously evaluated technical and financial proposals, applied a combined Qualitative and Cost-Based Selection (QCBS) and Cost-Quality Selection (CQS) method, and drafted contract documents. Subsequently, we successfully negotiated contracts with selected consultants and medicine suppliers.
