Title: Rapid Assessment for the Department of Livestock Logistics Management System.

Activity: IPLS Executive Director took part in the execution of the project. The study’s overall objectives were to pull together existing information on barriers to smooth and swift procurement by the GoB in the warehousing system of Livestock services. The assessment carried out by interviewing key veterinary physicians for collecting information. IPLS analyzed the challenges, as found in the study, the government faces. The assessment report presented the findings of the study as well as the short-medium- and long-term recommendations to improve the procurement process by GoB, using World Bank and IDA funding for DLS.

IPLS ED as a team member of Task order-2 of USAID|DELIVER PROJECT under took the responsibility as program associate to the assessment of the existing logistics management situation and system in 18 districts, including 17 old greater district stores and 54 Upazila stores. The objective was to look at ways to integrate and standardize emergency Avian Influenza Logistics Management System with the DLS regular Logistics Management System. The focus areas were, warehousing/store operational system, logistics management information system, inventory control system and training.

IPLS conducted the Rapid Assessment, mapping out the problems, assessed requirement of storage equipment and furniture e.g. pallets, shelves, racks for central warehouse, district and Upazila stores, prepared specifications and procured the storage equipment. Moreover, we assessed the facility wise requirement of ICRS and other inventory management forms i.e. indent form, issue voucher and reporting form. We established computerized warehouse inventory management system (WIMS) in DLS CWH and assessed training needs of logistics management.

Outcome: Having got the recommendation the DLS with the technical assistance from IPLS provided the required space allocation in each veterinary stores, introduced the inventory control system, laid down the storage guidelines, procured the storage furniture, improve record keeping, and trained the store personnel’s and finally installed the computerized warehouse inventory management system (WIMS). This contributed much to improve the animal health side by side support to combat Avian Influenza successfully.
